Memorandum of Understanding between the Government of the Republic of Tajikistan and the Government of the United Arab Emirates on Cooperation in the Fields of Higher Education and Scientific Research

The Government of the Republic of Tajikistan and the Government of the United Arab Emirates, hereafter referred to as the “Parties”,

Desiring to develop and strengthen cooperation between both countries, convinced that cooperation in the fields of higher education and research contributes to deepening relations and better mutual understanding between their peoples,

have agreed as follows:

Article 1

Both Parties shall abide by the applicable laws, rules, regulations and national policies in each of the two countries, and shall not affect the rights and obligations of both Parties that arise under any previous agreement that either Party is committed to and will cooperate in the following areas:

– exchange of students, (postgraduate, masters, doctor Phd) and internship promoting of scientific research;

– exchange of educational curricula, books, publication, pamphlets,

periodicals, documents and all sources of information related to education and science;

– exchange of  innovation programs and new scientific research;

– encourage the exchange of higher educational system.

The condition of exchange of students, (postgraduate, masters, doctor Phd) will determine by the separated Protocols between concerned authorities of both Parties for implementation of this Memorandum of Understanding.

Article 2

The Parties shall encourage the exchange of visit between officials and faculty members. Exchange of scientific and educational delegations shall also be encouraged.

Article 3

The Parties shall encourage the exchange of expertise in academic, technical and administrative fields in higher education institutions, universities and research centers.

Article 4

The Parties shall encourage cooperation in the areas of scientific research in general and in applied fields in particular, as well as establishment joint research teams and sharing the results of scientific research project and studies, in accordance with the laws of intellectual property enacted in both countries.

Article 5

The Parties shall encourage providing opportunities for training academic staff in an institutions of higher education in the two countries, particularly in the technical, medical and technological areas.

Article 6

The Parties shall promote the exchange of information in the area of mutual recognition of academic certificates, undergraduate and graduate degrees.

Article 7

The Parties shall work towards exchanging student grants and student visits.

Article 8

The Parties shall encourage the organization of scientific days and weeks in the academic and educational institutions, which shall include lectures, symposiums and book exhibitions.

Article 9

The Parties shall encourage participation in meetings, conferences, symposia and scientific, educational, local and international workshops, provided that the other party is given adequate notice of these events.

Article 10

The Parties shall encourage and support mutual learning of each other’s language, literature and history.

Article 11

The Parties shall encourage the translation and publication of distinguished literary and scientific works of the other.

The Parties have agreed to use the information they exchange about one another only for the purposes intended as agreed upon between them. Each Party undertakes not to transfer information exchanged between them to a third party without the written consent of the other Party.

Article 12

The Parties determine for implementation of this Memorandum of Understanding the following concerned authorities:

on behalf of Republic of Tajikistan – The Ministry of Education and Science;

on behalf of United Arab Emirates – The Ministry of Education/Higher Education.

In case of change the title of concerned authorities of Parties shall notify each other through diplomatic channels.

Article 13

The amendments and changes to this Memorandum of Understanding may be made upon mutual agreement of the Parties in the form of separate protocols. Those protocols are considered as integral part of this Memorandum of Understanding.

Article 14

Any disagreement that may arise between the Parties concerning the interpretation or implementation of this Agreement shall be settled amicably through consultation and negotiation between the Parties.

Article 15

This Memorandum of Understanding shall enter into force on the date of receipt of the last written notification of both Parties through diplomatic channels about the fulfillment of all internal procedures necessary for its entering into force.

This Memorandum of Understanding shall remain in force for a periods of five (5) years. It shall thereafter be automatically renewed for a successive periods of five (5) years unless terminated through diplomatic channels by either Party giving written notice six (6) months prior to the expiry of five (5) year period.

Done at Dubai on 17/3/2016, in two original copies each in Tajik, Arabic and English languages, all texts are being equally authentic. In case of divergence in interpretation of this Memorandum of Understanding, the English text shall prevail.
