Memorandum of understanding on Cooperation in the Field of Tourism between the Committee of Youth, Sports and Tourism under the Government of the Republic of Tajikistan and the National Council of Tourism and Antiquities of the United Arab Emirates

The Committee of Youth, Sports and Tourism under the Government of the Republic of Tajikistan and the National Council of Tourism and Antiquities of the United Arab Emirates (hereinafter referred to as “Contracting Parties”),

Desirous to further promote and strengthen the friendly relations between the two countries through the development of bilateral cooperation in the field of tourism,

Recognizing the importance of tourism in promoting economic development mutual understanding, goodwill and close relations between their peoples,

Have agreed on the following:

Article 1

The Contracting Parties shall promote and encourage cooperation between their countries in the field of tourism in accordance with their national legislation and without prejudice to their international obligations.

Article 2

The Contracting Parties shall endeavour to facilitate the tourism flow between their countries in accordance with their respective laws and regulations and without prejudice to their international obligations and shall encourage the cooperation between their travel agencies as well as other enterprises and organizations operating in the field of tourism.

Article 3

The Contracting Parties shall encourage mutual tourism promotion through the exchange of information, publicity and other promotional material, with the view to making better known to the public of the other Contracting Party their tourist attractions and increasing the bilateral tourist flow.

Article 4

The Contracting Parties shall encourage the cooperation in the field of sustainable tourism development and, more specifically, in the development of special interest tourism, such as rural tourism, cultural tourism, maritime tourism, etc. To this end, they shall encourage the exchange of expert visits and best practices as well as the organization of workshops, lectures and seminars.

Article 5

The Contracting Parties shall exchange information and documentation in the field of tourism and hotel education and training, create the necessary conditions and consider all possible forms of cooperation in this field including on-the-job training and exchange of students, instructors and experts of their respective schools of tourism professions and the organization of seminars and workshops for tourism officials and professionals.

Article 6

The Contracting Parties entrust the implementation of this Memorandum of Understanding to:

From Republic of Tajikistan: Committee of Youth, Sports and Tourism under the Government of the Republic of Tajikistan or its successor;

From the United Arab Emirates: the National Council of Tourism and Antiquities or its successor.

Article 7

Any Dispute arising from the interpretation or implementation of this Memorandum of Understanding shall be settled amicably through negotiations or consultations between the Contracting Parties. Details shall be agreed upon through diplomatic channels

Article 8

This Memorandum of Understanding may be subsequently amended by the mutual written agreement of the Contracting Parties. Any such amendment shall enter inter into force according to the provisions of Article 9 otherwise agreed by the Contracting Parties.

Article 9

This Memorandum of Understanding shall into force upon receipt of the last written notification by which the Contracting Parties shall inform each other, through diplomatic channels, of the completion of their relevant internal legal procedures required for the entry into force of this Memorandum of Understanding.

This Memorandum of Understanding shall remain in force for a period of  five (5) years. It shall thereafter be tacitly renewed each time for a further five- year period, unless either Contracting Party notifies the other in writing, through diplomatic channels of its intention to terminate the Memorandum of Understanding at least six (6) months prior to the expiration of the initial or any subsequent five-year periods.

The termination of this Memorandum of Understanding shall not however, affect the completion of projects, programs and any other initiatives undertaken under this Memorandum of Understanding and not fully implemented at the time of its termination, unless otherwise agreed by the Contracting Parties.

In witness whereof, the undersigned being duly authorized thereto by their respective Governments have signed this Memorandum of Understanding.

Done at Abu Dhabi on 17/3/2016, in two original copies each in Tajik,  Arabic and English languages, all texts are being equally authentic. In case of any divergence in interpretation, the English text shall prevail.
