Majlisi Oli – Parliament of the Republic of Tajikistan

According to the Constitution of the Republic of Tajikistan Majlisi Oli – Parliament of the Republic of Tajikistan – is the supreme representative and legislative body of the Republic of Tajikistan.

Majlisi Oli –Parliament of the Republic of Tajikistan

According to the Constitution of the Republic of Tajikistan Majlisi Oli -Parliament of the Republic of Tajikistan-is the supreme representative and legislative body of the Republic of Tajikistan. 

Majlisi Oli is consisting of two Majlises (Assemblies) – Majlisi Milli http://www.majmilli.tj (the National Assembly-upper chamber) and Majlisi namoyandagon http://www.parlament.tj (the Assembly of Representatives-lower chamber).

 The term of office for Majlisi Milli and Majlisi namoyandagon is five years. The Majlisi Mili and Majlisi namoyandagon of new convocation shall stop the term of legislature of Majlisi Milli and Majlisi namoyandagon on the day of beginning of its activity. The Constitutional Law shall regulate the organization and activity of Majlisi Oli.

Structure of the Majlisi Milli (Upper Chamber)

Majlisi Milli consists of 5 committees and 1 commission:

Committee on Economic Affairs and Communications

Committee on Ensuring Constitutional Rights of the Citizens, Law and Order

Committee on Agriculture

Committee on Employment and Environment

Committee on Social Issues, Health, Science, Culture, Women and Youth

Committee on Coordination of Activities between Majlisi Milli, Majlisi namoyandagon,

Executive Bodies, Unions and Mass Media and International Relations.

Commission on Regulations, Agenda and Parliamentarians’ Ethics

Three quarter of the members of Majlisi Milli shall be elected indirectly at the joint meetings of people’s deputies of the Badakhshan Mountainous Autonomous Region and towns and districts thereof, regions and towns and districts thereof, city of Dushanbe and districts thereof, towns and districts  of the Republican subordination (jointly) by secret ballot. In Majlisi Milli the Badakhshan Mountainous Autonomous Region, regions, city of Dushanbe, towns and districts of the Republican subordination shall have the equal number of representatives.

The President of the Republic of Tajikistan shall appoint one quarter of the members of the Majlisi Milli.

The Majlisi Milli shall function based on convocations.

Member of Majlisi Milli can be elected or pointed a person not younger than 35 years old and who has only nationality of the Republic of Tajikistan and higher education. 

Each former President of the Republic of Tajikistan shall be a life member of Majlisi Milli, unless waived from his right.

Structure of the Majlisi namoyandagon (Lower Chamber)

The Majlisi namoyandagon shall set up committees and commissions comprised of deputies. The Majlisi namoyandagon consists of the following standing committees and commissions:

 Committee on Economy and Finance

 Committee on Legislation and Human Rights

 Committee on Law, Order, Defense and Security

 Committee on Agrarian Issues and Ecology

Committee on International Affairs, Public Associations and Information

 Committee on Science, Education, Culture and Youth Policy

 Committee on Social Issues, Family and Healthcare

 Committee on State Structures and Local Self-Governance

Committee on Power Engineering, Industry, Construction and Communication

 Commission on Deputy Ethics of the Majlisi namoyandagon

 Commission of Control of Guidelines and Organization of Work

The Majlisi namoyandagon shall be elected on the basis of universal, equal, direct suffrage by secret ballot. The Majlisi namoyandagon shall function on a permanent and professional basis. A Member of Majlisi namoyamdagon can be elected a person not younger than 30 years old, having only the nationality of the Republic of Tajikistan and higher education.
